2011 Year-End Legislative Report

The California legislature is already back to work for the second half of the two-year session.

“2012 will be yet another year the budget takes center stage,” predicted Erin Norwood of, Norwood and Associates, IBA West’s legislative advocate.

Governor Jerry Brown released his budget on Thursday after it was accidently leaked on the Department of Finance website.

IBA West will be closely monitoring any budget proposal which could adversely affect our members, added Norwood.  “Such proposals could include an extension of taxes to services and a potential 3% withholding on payments made to independent contractors.”

IBA West will also be watching for any potential changes to the workers’ compensation reforms.

“In addition, we will be closely monitoring the CA Health Exchange Board to ensure they incorporate the role of agents/brokers in the Exchange,” added Clark Payan, IBA West CEO.

Before we become completely immersed in 2012, it’s worth taking a moment to look back at 2011. Click here to read Norwood and Associates’ comprehensive review of the last year’s session. The report is available to IBA West members only.
