Health Insurance Exchange Discussed at Members-Only Town Hall Meetings

IBA West members were briefed on developing legislative and regulatory issues at the annual Members-Only Town Hall meetings and webinar conducted this week.

“There is a great deal of uncertainty about impending changes in health insurance,” Clark Payan, IBA West CEO told members.

“We will focus on the regulatory and legislative environment so you can focus on your business,” he reminded them.

Of particular interest to members is the implementation of the Affordable Care Act’s requirement that each state create an insurance exchange.  The federal legislation permits states a great deal of flexibility to the states but requires the exchanges be set up by 2013.

“We are meeting with the leadership group forming the California exchange and have made it our priority to make sure the voice of agents and brokers is heard in the creation of these exchanges,” said Payan.

Steve Young, IBA West Senior Vice President and General Counsel, presented a review of regulatory issues and changes at the department of insurance in the new administration of Dave Jones.

Mike Orrick, Vice President Membership reviewed the association’s plan to expand membership in the next year by 12 percent. One way to do attract new members explained Orrick is to demonstrate the value of membership through access to IBA West education programs. This year, the association has shifted the education focus from continuing education to professional management. A new conference, Insurfest 2012, will debut next fall. The event will combine the best elements of the Advanced Agency Management Conference, scheduled for January 2012 and the Young Brokers and Agents Conference.

Buckman-Mitchell, Visalia hosted an in-person meeting Kings-Tulare local association members at their office and IBA San Diego members gathered for lunch in San Diego. IBA West leaders President-elect Steve Shea, Barney and Barney, San Diego and Secretary-Treasurer Tabb Randolph, Wraith, Scarlett & Randolph Insurance Svcs., Inc., Woodland, participated in the in-person meetings along with IBA West senior staff.  IBA West President Tim Manaka conducted the webinar meeting for members participating online.
