AIPSO has appointed Roberta Haskins to serve as the manager of its Western Region, which includes the California Automobile Assigned Risk Plan (CAARP), the California Low Cost Program, and the Western Association of Automobile Insurance Plans (WAAIP). Effective August 15, she will assume responsibility in AIPSO’s San Francisco office for the management of day-to-day operations and administration for the California Plan and the eleven automobile insurance plans comprised by the Western Association.
The California Plan and Western Association Plans are assignment mechanisms that provide automobile insurance coverage to individuals and businesses that cannot obtain insurance through the voluntary personal auto and commercial auto insurance markets, respectively.
Prior to her promotion to her new position, Ms. Haskins served as assistant manager of the New York Insurance Plan, the position she has held since joining AIPSO in January 2002. She assisted that Plan’s resident manager in a number of capacities, including coordination and follow-up for Plan Governing Committee and subcommittee meetings, staff development and training, liaison with general counsel, negotiation of complex Plan-related issues, and interfacing with New York State’s Insurance Department. Prior to joining AIPSO, she worked as a paralegal and law clerk for several law firms in the New York City metropolitan area.
Ms. Haskins earned a Bachelor of Arts degree in Criminal Justice from John Jay College of Criminal Justice (City University of New York), a Paralegal Certificate from the Paralegal Institute in New York City, and a Juris Doctorate degree from Rutgers University School of Law, Newark, New Jersey.
The California Automobile Assigned Risk Plan and the Western Association of Automobile Insurance Plans are managed by AIPSO, headquartered in Johnston, Rhode Island. AIPSO is a management organization and service provider for various insurance industry groups responsible for administering the residual market. A nonprofit organization, AIPSO’s operating costs are shared among insurance companies on a market share basis for each of the 49 states (as well the District of Columbia) in which AIPSO provides services. The CAARP/WAAIP office in San Francisco is one of a network of seven regional offices located across the country from which AIPSO provides products and services meeting local customers’ needs.
