On Thursday of this week, Governor Jerry brown filed a declaration that the state was in a fiscal emergency. The official declaration requests that legislators act quickly on a package of bills designed to reduce the $25.4 billion budget deficit.
Brown’s declaration resets the 45-dat clock for the Legislature to act without Brown’s order, which says it “supersedes” the former governor’s proclamation, the Legislature would have been allowed to recess or pass any legislation other than bills tackling the deficit.
Brown has asked the Legislature to approve his budget plan, a mixture of taxes and deep cuts, by March 1.
